Step 1: Trace and cut out the sections of the elf windsock from red, white, green and cream card stock.

Step 2: Cut 6 18-inch strips of green crepe paper. Add glue to the bottom third of the back of the cream cardstock and stick 6 strips of green crepe paper on top.

Step 3: Turn the Elf Windsock face up. Cut the light green cardboard and glue it to the bottom of the cream cardboard. Then glue on the red elf scarf to decorate.

Step 4: Glue the green hat and hat ornament to the top of the cream cardstock. Fold the hat over and glue the white round piece to the end of the hat.
