Step 1: Cut five 11-inch long pieces of white crepe paper. Use a glue stick to attach the crepe paper to a piece of black cardstock. Overlap some crepe paper pieces a little to create some small black gaps on the cardstock. Then glue the two movable eyes to the center of the paper.

Step 2: Cut six pieces of white crepe paper approximately 24 inches long. Turn the black cardstock over, use a glue stick to add glue to the bottom, and glue one end of all six pieces of crepe paper to the bottom of the cardstock.

Step 3: Roll up the black cardboard into a cylinder shape and secure it with a stapler.
