Step 1:
Material preparation: paper strips, white latex. Each snowflake "petal" uses half a blue quilling strip and a full white quilling strip.
Step 2:
Make a tight roll with blue paper strips.

Pinch the blue tightly into a diamond shape and glue it with white latex. Then attach the white paper strips.
Step 4:
Follow the blue rhombus, roll up the white paper strips, and then flatten them along the long axis of the rhombus.
